AIRE – Register of Italians resident abroad

A.I.R.E. (Anagrafe degli Italiani Residenti all’Estero, meaning the Registry of Italians Residing Abroad) was created on October 27, 1988 (law 470/1988). It is a system that contains data and information on Italian citizens who live abroad for a period longer than 12 months. Italian citizens who move their residence abroad must inform the competent Embassy or Consulate within ninety days from their arrival.

A.I.R.E. is managed by the Italian COMUNI (Municipalities) based on the information received from the diplomatic missions abroad. Each Italian municipality has its own AIRE.

Registering in A.I.R.E. is mandatory, and it is a duty, as well as a right, of each Italian citizen. It allows access to several consular services and is a prerequisite to be able to exercise important rights such as:

  • voting by mail in Italian general elections, as well as in a referendum, and voting to elect Italian members of the European Parliament;
  • to apply for a new passport or other travel documents, and some certificates;
  • to renew a driver’s license.

All the information needed to register on A.I.R.E. through the FAST-IT portal.

This portal allows A.I.R.E. registered citizens to monitor the status of their applications and to immediately notify the Embassy of any change of address or other data.

Who NEEDS to register

  • all Italian citizens who transfer their residency abroad for a period of at least 12 months;
  • all Italian citizens who already live abroad, either because they were born there, or because they became Italian citizens later in life, regardless of how their citizenship was acquired.

Who DOES NOT need to register

  • Italian citizens who move abroad for a period of less than 12 months;
  • Seasonal workers;
  • School administrators, teachers, and school administrative staff assigned to non-active roles and sent abroad as part of educational activities outside the national territory;
  • Employees of the Italian government stationed abroad;
  • Employees of the Regions and Autonomous Provinces assigned to serve at their liaison offices established pursuant to Article 58 of Law No. 52 of 6 February 1996;
  • Civilian and military personnel receiving the long-term foreign service allowance provided for under Article 1808 of the Military Code (Legislative Decree No. 66 of 15 March 2010);
  • Civilian and military personnel serving at offices and facilities of the North Atlantic Treaty Organization (NATO);
  • Persons cohabiting with the above-mentioned citizens who accompany them abroad;
  • Students who move abroad for the duration of their course of study while remaining financially dependent on their parents and benefiting from healthcare coverage in Italy, as they maintain their habitual residence in Italy. They are required to inform the competent Consular Office of their presence in the host country.

Following the entry into force of Law No. 11 of 19 January 2026, optional registration with AIRE has been introduced for Italian nationals working abroad for the European Union or for international organizations of which Italy is a member, as well as for the entities referred to in Article 26 of Law No. 125 of 11 August 2014, who retain or establish their tax domicile in Italy.

Requests for AIRE registration must be submitted to this Embassy within 90 days of arrival in this Consular jurisdiction. Registration in AIRE results in automatic cancellation from the Italian Comune’s APR (Anagrafe della Popolazione Residente), meaning they will no longer be registered in the municipality they came from.
