Passport

NEWS: Starting from June 14, 2023, in cases of parents with minor children, it is no longer necessary to present the consent of the other parent for the issuance of a passport to one of the two parents. It is sufficient for the applicant to self-certify that they are not subject to any prohibition against passport issuance. However, the consent of both parents remains mandatory for the issuance of a passport for minor children.

PASSPORT

The biometric passport is an identity document equipped with a microchip that stores not only personal data but also the holder’s photo and fingerprints.

Children under the age of 12 and individuals with permanent disabilities or impediments are exempt from fingerprint collection.

Validity of the biometric passport:

  • 3 years for children aged 0 to 3 years;
  • 5 years for minors aged 3 to 18 years;
  • 10 years for adult holders.

In the passport application form, Italian citizens must indicate the existence of minor children, whether they live with the applicant or not.

The service is exclusively reserved for Italian citizens registered with AIRE (Registry of Italians Residing Abroad) within the jurisdiction of the Italian Embassy in Yerevan. Before booking an appointment, Italian citizens must verify their AIRE registration and update their data if necessary to facilitate the passport issuance process.

Passport applications can also be submitted by non-residents in this consular jurisdiction only in cases of proven emergencies arising during a temporary stay in this consular jurisdiction. In such cases, the issuance of the passport is subject to authorization by the police headquarters (Questura) or the competent Consular Office based on the applicant’s place of residence. This may result in longer processing times.

Before starting the passport application process, individuals born abroad or those who acquired Italian citizenship abroad or in Italy must ensure that their birth certificate has been registered with their AIRE registration municipality. If the citizen’s birth certificate has not already been transcribed in Italy, the applicant must provide their original birth certificate (apostilled and translated in the country where the certificate was issued; the translation must also be apostilled) along with the passport application. If the applicant has minor children, they must complete and sign the “Declaration of Absence of Obstructive Causes“.

Required Documents:

  • Application form for adult applicants, printed and fully completed in every part;
  • Declaration of absence of obstructive causes, printed, completed, and signed (in case the applicant is married, separated, or divorced);
  • Previous Italian passport, unless it is a first passport or in case of loss/theft. In such cases, another valid identification document must be presented;
  • AMD 48,550 (in cash, the exact amount to be paid directly at the Embassy). The amount in AMD varies every quarter.

Passports for Minors

To issue a passport to a minor, the following is required:

  • Be an Italian citizen and, in case the minor was born abroad, have their birth certificate registered with the competent Italian municipality through the Consulate (refer to this page for details);
  • Be registered with AIRE (Registry of Italians Residing Abroad) with an updated residential address in this consular jurisdiction. For information on how to register with AIRE, click here.

On the day of the appointment, at which the minor must also be present, the following documents are required:

  1. Application form for the issuance of a passport for minors under 18 years of age, fully completed;
  2. Two passport-sized photos (only for children under 6 years old: recent, identical, passport format, white background, frontal and centered face, neutral expression, preferably without glasses). For minors over 6 years old, the photo will be taken directly at the Embassy;
  3. Previous Italian passport, unless it is a first passport or in case of loss/theft. In such cases, another valid identification document must be presented;
  4. Copies of the parents’ passports;
  5. Consent form.

Parental Consent

For minor children, the consent of both parents is mandatory, whether they are married, separated, or divorced. If the other parent is an EU citizen and does not reside in this consular jurisdiction, their presence at the Embassy is not required. In such cases, the consent form, completed and signed, along with a photocopy of the passport or identity card of the consenting parent (to verify signatures), will suffice.

If the consenting parent is a non-EU citizen, the declaration of consent must be signed in one of the following ways:

  • At the Embassy on the day of the appointment, with a valid ID document (click here for the form);
  • At any Armenian notary. The notarized declaration must then be legalized by an Apostille;
  • By a public administration official in Italy (if residing in Italy);
  • By an official of any Italian Embassy or Consulate worldwide.

In case of the death of one parent, a copy of the death certificate must be presented.

The cost of the passport is AMD 48,850 (in cash, the exact amount to be paid directly at the Embassy). The amount in AMD varies every quarter. It is recommended to review the Consular Fees.

Exemptions from Presenting the Consent Form:

  • Death of one parent: A copy of the death certificate must accompany the application. If the death is not yet registered in Italy, transcription is required.
  • Italian or foreign court ruling (the latter only if made enforceable by an Italian judge) granting exclusive parental responsibility to the requesting parent. Judgments granting only custody or foreign judgments not enforceable in Italy are not valid.
  • Authorization to issue a passport without consent, which the applicant must request from the Italian Guardianship Judge competent for the minor’s place of residence (even if different from the place of document issuance).

If the minor resides within the consular jurisdiction of this Italian Embassy, the authorization can be requested as described below.

CONSULAR DECREE OF AUTHORIZATION

If it is not possible to obtain the consent of the other parent for the issuance of the document, the applicant can initiate the procedure to obtain authorization from the competent Italian Guardianship Judge (“Giudice Tutelare”). This requires prior assessment of the reasons for the lack of consent, the minor’s social and psychological conditions, the allocation of parental responsibility and custody, obligations imposed on parents (e.g., any alimony obligations), etc.

For minors residing in Italy, the request must be submitted to the court of the minor’s residence.

If the minor resides within the consular jurisdiction of Yerevan, the applicant can request a consular decree of authorization from the Ambassador, acting as the “Guardianship Judge.”

The following documentation must be submitted along with the passport application:

  • Application form;
  • Copy of the divorce or separation ruling, or a copy of the judicial decision concerning custody of the minors;
  • Copy of the registered mail with acknowledgment of receipt sent to the last known residence of the other parent to obtain their consent;
  • Documentation proving payment of any alimony established by court ruling;
  • Payment of AMD 8400 (20.00 EUR for the application).

During the preliminary stage, the consular authority may request additional documentation. If it is established that the reasons for the other parent’s lack of consent are unjustified, the Head of Mission, after considering the superior interest of the minor, may authorize the issuance of the document to the minor with a specific decree (provided there are no other impediments).

Note: This procedure is exceptional and judicial in nature, and can only be used in cases of absolute impossibility to obtain the consent required by law. It should also be noted that, due to the investigations required in such cases, waiting times for obtaining the passport may increase significantly.

CONSULAR FEES

The amount to be paid for the application to the Head of Mission acting as Guardianship Judge is 8,400 AMD (only if the minors reside within the consular jurisdiction of Yerevan).
